"Two issues in particular stimulated reappraisal in the community of greater participation by the people of Hong Kong in the conduct of their own affairs." (Head, CPU)

Paragraph 6: similarly put "increasing" before "matter" in the first sentence. (Head, CPU)

Paragraph 7: end of first sentence: the BL Drafting Committee was set up in 1985 not 1984.

(Atg SCA)

Paragraph 7: the question is still asked, particularly internationally, why we do not simply institute direct geographical elections for all 60 LegCo seats in 1995. The paper might usefully spell out even more explicitly than it does at present why we rejected this

of this kind would have derailed the through train). This perhaps could come at the end of paragraph 7 (or in paragraph 11). (Atg PA)

Paragraph 9: PS/GH feels the language is too strong and assertive and is likely to draw a very strong reaction from Peking. Head, CPU, on the other hand, considers that paragraph 9 needs strengthening. EL also agrees and suggests a less euphemistic formulation than "the events in Tiananmen Square ...". Head, CPU suggests that the second sentence implies that before June 4, the PRC might have been more willing to countenance a greater degree of democracy in Hong Kong. This adds weight to those who argue that HMG missed the boat in 1987/88. Head, CPU therefore proposes that we should strengthen "reinforced" to read "further reinforced

the already deep-seated mistrust".

Paragraph 11: last brackets: paragraph "19" should read paragraph "18".

Paragraph 11: we put the number of directly elected seats envisaged in the draft Basic Law at 15. Was a lower figure not envisaged for the 1991 Elections? If so, can we make more of HMG's achievements in pushing up the PRC to the 18/20 outcome.

This is relevant to establishing that our present negotiating position should not be perceived as having been unrealistic from the outset. (Head, CPU)
