Paragraph 9: PS/GH feels the language is too strong and assertive and is likely to draw a very strong reaction from Peking. Head, CPU, on the other hand, considers that paragraph 9 needs strengthening. EL also agrees and suggests a less euphemistic formulation than "the events in Tiananmen Square ...". Head, CPU suggests that the second sentence implies that before June 4, the PRC might have been more willing to countenance a greater degree of democracy in Hong Kong.
