They should put more emphasis on statements from China (e.g. Chou discouraging any movements towards democracy and less on the Hong Kong community's innate lack of interest in democracy. One of the main reasons why the Hong Kong community did not enthuse about democracy was precisely because they were aware of China's hardline attitude.

Paragraph 3, third and fourth sentences should be amended to read "In 1982 the District Boards were established as statutory district advisory bodies on a territory-wide basis.

Paragraph 4: this opens with the implication that the demand for greater participation was weak before 1984. This does not help HMG/HKG's case, whether or not it is true. The question could be avoided if the first sentence read:
