Many thanks indeed for your letter of 1 December and for faxing us the complete White Paper draft.
We have a couple of substantive points
and, although you may
find this hard to credit, we
have discovered one ΟΙ two more factual points which
which need changing. Here goes, in order of the changes (reference to page numbers refers to the manuscript numbering in the bottom right hand corner of your fax);
Page 3:
Personal Introduction: heading should read Secretary of State for Foreign and Commonwealth Affairs.
last sentence should read
Page 9 paragraph 3:
Elections to a proportion of the seats on these bodies were on a geographical constituency basis, with all eligible residents of 21 years and over having
the
vote." [The formulation in the present draft 13 not quite right apparently, and a more precise formula than the one I have suggested above would be too complicated.]

Page 9, para. 5, 4th sentence: "46" should read "47"; '16' should read "18", "30" should read "29". Sorry that We did not spot this earlier.

Page 24 para. 37, 4th sentence: a substantive point. This sentence aa presently drafted could give the impression that it was just at this point in the discussions that we introduced a reference to the single seat, single vote method, rather than having made it clear all along that we wished to see this as part of any first stage deal, We suggest redrafting along the following lines: "The British side explained that point of substance was missing from the original Chinese
