Many thanks for your letter of 21 December,

For all the reasons you give, the Governor agrees that we should not ask the Prime Minister to give an interview for the first edition of the Eastern Express. He doubts whether it would be in our interests (or indeed the paper's) for the Eastern Express to be seen to be too closely associated with the HMG/HKG establishment. And, as you say, we do not yet know how the paper will turn out.

If the Secretary of State were prepared to do an interview for the Express shortly after 25 January, the Governor considers that would be very helpful and a more than sufficient response to the paper's request.
