The timing of the first edition (20 January) is not at all

good. It comes on the same day as the Governor's FAC appearance, and just before OPD (K).

4. I have consulted the Governor, who agrees that we should not

put this proposal to the Prime Minister. He believes that if the Secretary of State were prepared to offer an

interview shortly after 25 January, this would be a more

than sufficient response to their request. By then there would be plenty of material on the record following OPD (K)

and the Secretary of State's FAC appearance.
