Peking Talks
Welcome agreement with the Chinese to get talks going on Hong Kong electoral issues. Our aim will be to reach an understanding with China which will ensure fair and open elections which are acceptable to the people of Hong Kong.
Will recommend to the Legislative Council (LEGCO) any
understanding reached with China. It will be for LEGCO to enact
the legislation.
British climb down?
Neither side has climbed down. We came close to agreement in March. Kept in contact with the Chinese side. Were then able to
reach agreement. As Governor said earlier this week it is a
victory for common sense.

The talks are between the two sovereign powers. representative will be the British Ambassador to Peking, Sir Robin McLaren. Other officials from the British and Hong Kong Governments will be participating in these talks in exactly the same way as they have done in the past.
long will talks last? Will they delay legislation?
We and the Hong Kong Government need to have legislation in place in good time for the District Board elections in 1994 and the
municipal Legislative Council elections in 1995. Will want to
see quick progress but a lot of difficult ground to cover.
