Problem
1. How should we respond to the latest request from Jonathan Dimbleby's production team to film part or all of the Secretary of State's meeting with the Governor of Hong Kong on Friday 16 April?
Recommendation
2. I recommend that we turn down the request on this occasion. The Governor and HKD concur. I recommend that we offer Jonathan Dimbleby the opportunity to film a less sensitive meeting, when a suitable occasion arises, as recommended in Mr Hum's minute of 16 March. I recommend also that the
Secretary of State offer Jonathan Dimbleby an interview, as agreed, as soon as possible after the first round of talks in Peking. I understand that there may be a free slot in the diary during the morning of Wednesday 28 April.
