Chinese regime. Before his Times appointment he asked us to take up his case with the Chinese. We are pursuing this with the Embassy in Peking although we do not hold out much hope of
getting the Chinese to agree to letting him back in. He has expressed an interest in going to Peking if the Secretary of State's next meeting with the Chinese Foreign Minister takes
place there.
4. Mirsky is a strong supporter of the Governor's proposals for constitutional development in Hong Kong. He is beginning to show signs of suspecting that we/the Governor might be bowing to
which Mushy wrote Chinese pressure (Observer leader of 7 March). It would
therefore be worthwhile the Secretary of State setting out where
we are on Hong Kong, to keep him on side.
