TIMES CORRESPONDENT: HONG KONG
Problem
1. Jonathan Mirsky, the new Times correspondent in Hong Kong, would like to talk to the Secretary of State before he takes up his appointment on 24 April.
Recommendation
2. I recommend that the Secretary of State agree to see Jonathan Mirsky. HKD and FED concur.

Peter Stothard, Editor of the Times, has told us that Jonathan Mirsky, the Observer's China and Hong Kong expert, has been appointed the Times correspondent in Hong Kong and that he would like to have a chat with the Secretary of State before he
leaves the UK. Mirsky is an expert on China and knows the Governor of Hong Kong. He is, at present, persona non grata in China having written consistently critical articles of the
