4. Tim Heald is not known to us but has family associations with the Governor of Hong Kong (the Times diary of 20 January refers). The Governor has said that the Secretary of State might like to see him but that, as far as the Hong Kong request is concerned, there is no need to see him now because Mr Heald does not have to submit the book until the end of 1995.
