PROBLEM

1.

How should the Secretary of State respond to Tim Heald's

letter of 8 January requesting a written comment or chat on

Brian Redhead and Hong Kong?

RECOMMENDATION

2. I recommend that the Secretary of State, if he so wished,

offer a written comment on Brian Redhead and, at his convenience

later in the year, talk to Tim Heald about Hong Kong.

BACKGROUND

3.

Tim Heald, a writer and journalist, has written to the Secretary of State asking for a written comment or chat on Brian

Redhead on whom he is writing an article for the Reader's Digest.

He has also asked for an interview with the Secretary of State on

Hong Kong. Heald is writing a book for

Christopher Sinclair-Stevenson on Hong Kong for the end of 1995.
