Hong Kong; for our exchanges with China over Hong Kong (which continue in a formal JLG setting up until the year 2000, and no doubt informally thereafter); and for the judgements of commentators who will by then be picking over the last years of the British administration in Hong Kong. I seriously doubt whether this is a risk worth taking.

Since dictating the above I have seen Mr Cornish's further minute, dated 13 November. This does not alter my view. The point at issue is not that officials "do not want their views to appear in public": it is that what emerges might be not just good television but political dynamite. I have discussed this with Sir J Coles. view too is that if we are to have the most productive discussion at the meeting it would be better if television cameras were not admitted.
