South China Sunday Morning Post asking for an interview with the Secretary of State as opposed to a written Q&A.

2. I recommend that we decline an interview but stick to the original agreement to provide written answers to questions from

the editor. HKD concur.

Background

3. The editor of the South China Sunday Morning Post wrote to the Secretary of State on 21 November to request either an interview with the Secretary of State or written answers to questions. He stated a preference for the latter.
