You are likely to be contacted shortly by John Bayliss, an Executive Producer with British Satellite News (BSN) who is planning to be in Hong Kong from 28/29 January to 9 February. He will be making a short mini-documentary news programme on Hong Kong and would like to interview the Governor for this. When he came to see Peter Ricketts yesterday he asked if we could put in a word for him. Without of course committing the Governor to anything, we said we would.

You may not have come across BSN before. It was set up last year, with considerable financial support from the FCO and has links with Worldwide TV News (WTN), which carries BSN productions on its network. BSN operates as an independent TV news outfit, but aims to present its stories in ways that match the FCO's general objectives. The WTN agency of course offers worldwide coverage (including North America and Australia).
3. It seems to us that a news story on Hong Kong, that goes out in mid-February, and deals, not only with the newsworthy matter of the Governor's proposals, but also looks more widely at the continuing economic success story of Hong Kong would be helpful. So if the Governor has time, we would recommend he agree to have an interview.
