FCOSAS JOINT FUNDING SCHEME IN HONG KONG

I undertook to follow up on Mr Goodlad's meeting with the British Council on 12 October once Tom Buchanan and his staff at the British Council had taken matters forward, particularly in respect to the request for a site for the Management Training Centre. The position now appears to be that Hong Kong Government Planning Department is confident a suitable site will be made available but certain assurances on the financial feasibility of the proposal have been sought before final decisions are taken:

The present state of play is summarised in the attached British Council paper. As you know, we in this office are supportive of the concept. It will be important to translate our present considerable involvement in scholarship schemes in Hong Kong into a strong and visible presence post 1997. The Centre, as planned, would seem to be ideally suited to help us achieve our aims. But to ensure that the British Council and this office are in a position to influence the way that the Centre is run, that its Britishness is preserved and that it will be a credible centre for British management studies and training in Hong Kong we will need to help financially. There is reason to suppose that, without this, the nature of the training will change over time in a way which dilutes or even removes its value to Britain. This is not in our interests and would create a situation which looked dismal against our current scholarship activity. Both we and the British Council believe that the scale of our contribution should be as discussed with Mr Goodlad on his visit last month to Hỏng Kong and which was given in paragraph 7 of Francis Cornish's letter of 11 October to Christopher Hum.
