i) ODA should seek to promote the ending of the SBFSS in

1997 as planned; but in the light of the ongoing Hong Kong talks should be careful to avoid sending negative political

signals at the 1 July meeting;

ii) ODA should seek to promote the idea that the SBFSS

should be focussed more on ODA's key sectoral priorities in

China, (the environment and better government);

iii) ODA should propose that SBFSS should seek to take

account of the recommendations of 'The Power of Change' Training Review.

These recommendations have been agreed by Dr Iredale, FED,

HKD and BE Peking.
