I was glad to see you the other day at the CVCP Reception. After two months as Vice-Chancellor I want to draw your attention to a particular set of issues concerning the University of Buckingham.

Buckingham is of course an independent university and has successfully operated two-year degree courses for over sixteen years. Others are now beginning to follow our example, especially some of the polytechnics as they become universities.

However it is important that Buckingham, as independent competitors, but not receiving taxpayers support, should be able to operate in as fair a framework as possible.

There are, however, a number of ways in which the detailed regulations relating to grants and loans discriminate against the University of Buckingham.

I attach a note which summarises the nature of the problem. In the light of this I would like to ask you to consider four adjustments to detailed regulations issued by your Department or related bodies, so as to ensure that:-

1.

Buckingham students should receive the same total amount by way of mandatory grant towards tuition fees over the course of two years as students at other universities receive over the course of three years.
