BRIEF FOR DFE MINISTER FOR VISIT TO UNIVERSITY OF HB 285/1

BUCKINGHAM

RECE. (77) IN SEGISTRY

- 9 MAR 1993

POINTS TO MAKE (DEFENSIVE ONLY)

JOINT UK/HK FUNDING SCHEME (LETTER OF 28 JULY 1992 FROM

SIR RICHARD LUCE, VICE CHANCELLOR OF BUCKINGHAM, REFERS).

1.

Regret not possible to extend provision to private

academic institutions.

REGISTRY Acton Token

Scheme as introduced, designed to assist UK

academic institutions in the public sector who had

suffered a drop in the inflow of Hong Kong (and

other overseas) students following HMG's

introduction of the full costs fees policy in

1980. We assume at Buckingham did not so

suffer.

The Scheme assists Hong Kong students by providing a top up grant to maximum of differential between

home and overseas tuition fee rates. There is no

such differential in Buckingham's fees so Scheme

is not appropriate.

ONLY IF PRESSED

ti

don't

include

Scheme unlikely to continue beyond 1997. Therefore likely anyway shortly to be a review and possible run down of

Scheme before that date.
