REGISTRY Acton Token
Scheme as introduced, designed to assist UK
academic institutions in the public sector who had
suffered a drop in the inflow of Hong Kong (and
other overseas) students following HMG's
introduction of the full costs fees policy in
1980. We assume at Buckingham did not so
suffer.
The Scheme assists Hong Kong students by providing a top up grant to maximum of differential between
home and overseas tuition fee rates. There is no
such differential in Buckingham's fees so Scheme
is not appropriate.
