1. We spoke. I attach a copy of John Chan's letter of 23 March and the relevant section from the ExCo Memorandum on possible savings from the phase-out. I am afraid I am not able to give you a copy of the whole Memorandum. These Memorandums are passed to us from Hong Kong under the understanding that they will not be disseminated further. We do not even keep copies on file. However, Hong Kong's decision is covered in relative detail in John Chan's letter.
