FCOSAS : PROPOSED ALLOCATION OF FUNDS FOR 1993/94

1. I attach a self-explanatory minute from Ms Lewis in CRD, together with the supporting papers. I am asked to approve the proposed allocation of funds for FCOSAS in Northern Asia by 6 January.

I should be grateful for your views. My feeling is that the proposed allocation is satisfactory. The allocations are maintained or increased in cash terms for all beneficiaries except Japan, where (in common with other OECD countries) there is a slight reduction. This is probably as good as can be expected in the present financial climate. I do not see any strong case for viring between countries in the command.

One question for FED. Seoul have clearly done very well in securing a joint funding of scholarships. This is at a higher level than anywhere else in the world, with the single exception of Israel. Is there any reason why Tokyo and Taipei should not be seeking to establish similar schemes to make our scholarship funds go further? This may not have been feasible in Taipei in the past, but should be in the future.
