3. I agree that there may well be other places around the

world, not just Tokyo and Taipei, where similar joint funding might be attractive. CRD frequently encourage Posts to consider

this, particularly in countries like Japan and Taiwan which can

afford their own contributions. We will pursue with CRD.

Taiwan

Your minute prompted me to look at FCO SAS in respect of

Taiwan, as I confess I had not realised that such a scheme

existed prior to the installation of FCO and DTI officers in ATTC

last Spring. CRD confirm that since about 1989 Taiwan has had an

annual allocation, which has allowed about four Taiwanese

students to come to Britain each year. Selection procedures at

the Taipei end have been handled by ATEC who have then passed

over management at the UK end to the British Council via the ATEC

Committee Chairman Mr Warner. Now that we have an FCO official

in Taipei he ought to get involved in the selection procedure (as

would be the case in a normal Embassy). We will follow that up

with CRD and Philip Morrice.
