Having just returned to Hong Kong after a duty visit to the United States as the guest of Carol Hallett, I am taking the first opportunity to let you know how appreciative I am of the splendid arrangements which were made for me during my visits to the U.K. Customs. I am grateful to you personally for taking time out from your busy schedule to entertain me to lunch at the Reform Club and I am also deeply appreciative of the time and trouble taken by your staff in London, Dover, Gatwick, Felixstowe, Stansted and the Isle of Grain.

You will recall that we briefly discussed possibility of a bilateral Memorandum of Understanding (MOU) being signed between our two Services. I have accordingly enclosed a copy of the Co-operative Arrangement which I have recently signed with New Zealand Customs and which we might perhaps use as a model. I am also enclosing a copy of the draft of a similar arrangement which I am currently negotiating with the Australian Customs Service. As I said at lunch, I feel that signing of an MOU or similar document between our two Services would be helpful to Hong Kong, in particular in the run up to 1997, and I
