CUSTOMS MEMORANDUM OF UNDERSTANDING WITH HONG KONG

We were last in contact at the end of 1991, when we discussed the Hong Kong Customs Commissioner's request for a MOU.

Bearing in mind the advice in your letter of 7 November 1991, we agreed to go ahead, on the understanding that other commitments would prevent us from starting negotiations until the beginning of 1993. We sent the Hong Kong Customs a copy of our standard document to study.

They have now come back with their own draft 'Cooperative Arrange- ment' which is shorter and simpler, but covers more or less the same ground as the MOU. We have identified one or two differences which we will probably want to take up with Hong Kong. Before we do so, it would be useful if you and your legal advisers could examine the Cooperative Arrangement, in conjunction with our model MOU, and advise whether there are any problems from a FCO point of view. enclose two copies of each.

A reply by the end of this month would be appreciated.
