Thank you for your note on the Zhu Ronji link up.

The Governor has doubts about this and will explain these to Lord Young if ne calls. If we approach Zhu Rongji and he declines, the NCNA will almost certainly make sure the rejection reaches the press.

This would not be reassuring for the conference attendees. If he agrees to the idea, he is unlikely to say anything beyond the standard party line. Again, this will not be reassuring. His last remarks in London were unhelpful and the Governor has his doubts about whether he would be More helpful now given the vulnerability of his position in the leadership struggle now under way.
