With his letter of 22 October, Dickie Stagg sent a first draft of the Prime Minister's speech to this week's Hong Kong Conference.

The Prime Minister would like to beef up the references to the new priority we are giving to Asia and the Pacific. I have imported a few points from his Tokyo speech. But this section is still a little thin. Is there anything more we could say to demonstrate that this priority is action as well as words?
