Privatisation

The purpose of this workshop would be to compare experiences in privatisation and further our understanding of the benefits and costs of alternative approaches. It would address: the main objectives of privatisation (political and economic background); institutional arrangements in the privatisation area (legislative framework, privatisation institutions); methods of privatisation (i.e. privatisation through domestic and international capital markets); debt equity swaps; trade sales to strategic investors; role of FDI in privatisation; and appraisal of the privatisation process (macro-economic and structural effects and enterprise performance after privatisation).

This workshop would address a broad range of topics concerning the role of competition policy (economic efficiency; other objectives; interaction with investment and trade policies) as well as the instruments and scope of competition policy. In the latter area, first, some basic issues (definition of relevant markets and assessment of market power) will be analysed. Second, the substantive rules will be examined: horizontal arrangements; vertical restraints; abuses of dominance; and merger control. Third, the coverage of competition policy will be discussed: the role of the public sector in a free market economy; competition policy and regulatory reform; and sectorial exemptions from the application of competition policy. Finally, modalities for improving co-operation and competition enforcement in a global economy will be discussed.

Workshop with the DAES on Maritime transport

In December 1991, informal consultations took place between members of the Maritime Transport Committee and representatives of the DAES (Malaysia did not attend). These first-ever consultations provided the opportunity to exchange information and to establish contacts, as well as to identify areas for possible further discussion and co-operation. All participants concluded that a further round of discussions would be helpful and that the informal workshop should be structured around concrete shipping policy issues of mutual concern and be elaborated in close co-operation with representatives from OECD and DAES. The purpose of this workshop would be threefold; firstly to allow for an exchange of views on a wide range of maritime transport issues; secondly to pursue in greater depth a number of shipping policy developments of common interest; and thirdly to consider concrete shipping issues which have given rise to contentious matters between the two groups with a view to exploring possible multilateral solutions.
