We are still unable to give you a definitive response to TUR, but thought you would appreciate a sitrep.

We are still checking with the various departments concerned, but as far as we can tell:

- monies for the Vietnamese boat people in Hong Kong will remain unaffected these are charged to the Vietnam, not the Hong Kong programme.

- Funds to the UNHCR should also remain unaffected. If this was not the case, other donors, (not least Japan) would have serious problems with removing Hong Kong from the DAC List and a major rethink of the decision to remove Hong Kong would be called for.

- the UK's hands, unlike other donors, are not tied by the DAC List - we can still give aid whether or not the place concerned is on the DAC List.

3. We do not, in any case, expect any decision to be taken by DAC until the next high level meeting in December.
