2. I have spoken to Mr Norman in Education Department and Mr Cardy in the Refugee Unit.

3. Mr Norman cannot see any reason why the removal of Hong Kong from the DAC list would affect donations under the Commonwealth Scholarship Fellowship Plan and Mr Cardy can see no reason why funds provided by UNHCR for Vietnamese migrants would be affected.
