OECD/CHINA DIALOGUE
1. Reference FCO Telegram No 292 to Hong Kong and Peking.
2. In case you were not aware of this aspect, I should point out that there are already contacts at the research/academic institute level between the OECD Development Centre and China (as evidenced by the enclosed letter from Jean Bonvin, the Acting Head of the Centre concerning a forthcoming visit by Dr Gao Xian, Secretary-General of the Chinese Centre for Third World Policy Studies). But these contacts do not amount to policy dialogue by the OECD Secretariat (and member states) concerning specific issues of economics, trade, investment, environment and competition policy via workshops with China as has been occurring with Korea, Taiwan, Hong Kong and some others since 1989.
3. Another point of detail, the dialogue with the Dynamic Asian Economies (DAES) referred to in FCO telegram has now been renamed the dialogue with Dynamic Non-Member Economies (DNMES) following, the decision to admit as from this year four reforming Latin American economies, Argentina, Brazil, Chile and Mexico into the former dialogue with the DAES.
