economy (e.g. commercial banks, joint ventures, etc.) have

been progressively introduced. At the same time, a market

"culture" has been spreading through the province. Thus the

change in institutions has been accompanied by a change in

attitudes.

19.31 It is worth devoting a short-term study to this

exceptional case. The study will focus on the relations between

Hong Kong and Guangdong Province, with a view to assessing,

on the one hand, the extent to which their co-operation has

fostered a transformation in the economic and political

institutions in a "socialist market economy" and, on the other,

the effects of these changes on economic growth. The findings,

which will be published, will undoubtedly be very useful for

the other studies the Centre is conducting on the problems

associated with the transition from a command economy to

a market economy.
