13. I do not think the outcome was too bad from our viewpoint. But I made it clear subsequently to both Jean Bonvin and to the Swiss (who chair the Advisory Board) that the discussion would have been far more productive if members of the Advisory Board had received a paper from the Development Centre containing the purport of Jean Bonvin's oral presentation in advance of the meeting. Jean Bonvin acknowledged that he had been remiss.
