OUTLINE OF THE TEN-YEAR-PROGRAMME 1991-2000 FOR THE NATIONAL ECONOMIC AND SOCIAL DEVELOPMENT OF THE PEOPLE'S REPUBLIC OF CHINA (orig. in Chinese)

China's economic and social development program for the 1990s is outlined. In order to achieve the target of quadrupling 1980's GNP by 2000, 6% p.a. growth is required. Other targets for 2000 include grain production 500 million tons (mt) versus 420 million in 1990; coal 1400 mt (1090); steel 80 mt (65.8); chemical fertilizer 120 mt (90); sugar 6.7 mt (5.2); chemical fibres 2.6 mt (1.5); electricity 1100 billion kilowatt hours (615 billion); cotton yam 31 million bales (24.5 million). Planning and policy measures are to focus on the substantial improvement of the sectoral coordination of the economy. Priority is to be given to the readjustment and diversification of manufacturing. Readjustment objectives include: accelerated build-up of infrastructure projects (energy, transport, telecommunications); reorganisation and upgrading of processing industries (updating technology, streamlining management); raising the technical and managerial capacity of the construction industry; and accelerating the development of the service sector, in particular commerce, banking, and insurance. More rational patterns of division of work among various economic regions are to be promoted and barriers between regional markets to be reduced in order to raise the overall efficiency of the national economy. Science and technology institutions are to be strengthened in order to accelerate the translation of scientific achievements into practical economic results. Education is to be expanded, in particular throughout urban areas. Living standards are to be improved gradually region by region. No
unified nationwide timetable should be formulated.
