In Malaysia and Singapore, our Dialogue partners showed interest in the discussions which were taking place in Vienna at the UN Conference on Human Rights. Their views on western concepts of human rights were rather critical.

iv) As instructed by the Ministerial Communiqué, I discussed the need deepen the Dialogue and I am pleased to report that all DAEs responded favourably. Consultations on possible specific topics indicated strong support for the Secretariat's proposals.

v) The participation in parts of the Informal Dialogue of the reforming countries of Latin America Mexico, Argentina, Brazil and Chile is seen favourably by the DAES.

vi) Finally, I would like to turn to an operational matter. All the DAES consider that the impact of trade and investment relations with China requirés much closer attention, particularly as regards the emergence of a dynamic, triangular, economic relationship between the "three Chinas" the People's Republic, Hong Kong and Taiwan. At an informal meeting between the members of the Working Party of the Trade Committee and representatives of the Dynamic Non-Member Economies held in Paris on 15 June, the question was raised but it was left to the Council to decide whether to invite participants from China to the next trade workshop which is to be held in Hong Kong on 11-12 October 1993. In this regard, Hong Kong officials including those dealing with political relations with China confirmed that they would consider that such participation would be valuable. All the other DAEs are favourable to Chinese participation in this workshop. One of the four sessions of the workshop will address "the impact of trade relations with China on international trade patterns". Obviously, the invitation of Chinese participants to the Hong Kong workshop has broader implications and it is for this Council to decide. This question could be addressed at the next meeting of the Council.

After these general considerations, I will now report briefly discussions in each DAE capital.

Korea

The new Korean Administration announced its international economic policy orientations on 1st June 1993. These Orientations will be included in the revised five year plan. They involve a strengthening of liberalisation, deregulation and multilateral co-operation, including the intention to work towards OECD membership by 1996. Against this background, Korean officials are now convinced of the need to strengthen their government's relationship with the Organisation. The Ministry of Finance announced that it will seek observership in all committees serviced by DAFFE, including CMIT and CIME. A formal request will be transmitted in the fall. Clearly, the Ministry of Finance is now more involved with OECD matters than before, although a certain cautious attitude still remains in some quarters of the government, including Finance.

As regards the timing of accession, some high-level officials suggested at some point, the new President might in fact accelerate the process.
