order to engage in consultations with the DAES on the next phase of the Informal Dialogue, I undertook a mission to Seoul, Hong Kong, Bangkok, Kuala Lumpur and Singapore from 15 to 25 June. I was accompanied by Andzé Barsony, Head of the Liaison and Co-ordination Unit, who also went to Taipei alone,

At the next session of the Group, I intend to submit to you, in the light of these consultations as well as discussions with reforming countries of Latin America, a set of topics for the next phase of our Dialogue with the Dynamic Non-Member Economies. The purpose of this oral report is to inform you attitudes in the DAE capitals towards the Dialogue, the OECD, and the work

of

programme.

But, first, I would like to take this opportunity to tell Ambassador Rutanen that the Secretariat's mission to East and South-East Asia benefited greatly from the support provided by Finnish Embassies and Consulates in the DAES, and to thank him warmly for the considerable thought and preparation which his colleagues gave to our visit.

Second, I also wish to express my appreciation to other Members whose representatives briefed us in the DAE capitals and who participated in these briefing sessions with much interest and expertise. I believe that these regular, annual contacts with our Members' representatives in DAB capitals are extremely useful and productive.

General Considerations

i) This was my fourth annual mission to DAE capitals. It confirmed that,

in addition to working through representatives in Paris, there is great merit in cultivating direct contacts with high-level officials and ministers in the DAE capitals. The nature of the OECD and the benefits of the Informal Dialogue are now clearly understood not only by the co-ordinators but also by the various specialised Ministries and agencies involved in the Dialogue. the first time, I had Ministerial level contacts in Malaysia and Thailand.

11) As an overall impression, I found that the Dynamic Asian Economies have become more confident in the future of their economies and their capacity to compete on global markets. They have high expectations for a successful outcome of the Uruguay Round. As strong supporters of the multilateral trading system, they expressed anxiety concerning the rising protectionist sentiment in some OECD countries.
