Mr. Hamilton said Jenator Mitchell and Congresswoman Pelosi were good Democrats and they would let the President take the lead. The Republicans however might not. The President would have to make a decision, If he wanted to fight Congrose and be acen to be cough.

on conditionality, he would have to take the lead. Mitchell and Pelosi were concerned only about human rights, they might give the President some flexibility. He said the Governor's visit to Washington was timely, The issuco were hotting up. Congress might be prepared and willing to give the President more flexibility, but it did not appear to him that the President was going for this and had instead asked Congress for some restrictions on him.

There was a lot of support: oredibility in the MFN issue. for him in Washington and poople from all sectors prepared to hear him out on how he thought MFN non-Ien=wal would hurt Hong Kong.
