Mr. Hamilton said he had seen the Governor's speech to the American Chamber of Commerce, He wao Yory supportāva of the views expressed by the Governor and wished his speech to be given a wider circulation. Personally he did not think conditioning MFN through the legislative route was good, but it would be important for other people in Washington DC to hear the Governor out. The President was just beginning to focus on the issues around MEN and hence is would be vary important. for the GUVELIUL to explain how the lasues were placed in Hong Kong.

The Governor said that the impressions he had gathered at the meetings he had in Washington so far
