As the sixth example of the attractions of Hong Kong to
Japan, and indeed the rest of the world, Hong Kong is endowed
with a highly qualified and highly motivated workforce, much of
which has the added benefit of communicating in English the
current favoured international language of business.
On the basis of the above points, Hong Kong has long been a
very attractive place for Japanese people and companies where
they can safely and easily invest and do business. A substantial
portion of loans which have been made to China by Japanese finan-
cial institutions have been negotiated and arranged in or through
Hong Kong. Besides, as 2 lot of foreign companies have their
bases here, it is very easy for Japanese companies to do business
with them here in Hong Kong.

(5) As you know, in Japan recently 40 years of the government
of the Liberal Democratic Party was brought to an end, and a
coalition representing eight different groups has been formed to
lead the country. Many people have asked me if this switch in
power in Japan will have a bearing on the Japanese relationship
with Hong Kong and China.
