(1) I like to start by giving my general thoughts on the current

Japan-Hong Kong relations.

For Japan, Hong Kong is a priority area, and our relation-

ship is growing ever stronger. Japan's relationship with Hong

Kong is an important one in its own right. It is also an impor-

tant one especially in relation to China.

When Japan normalized its relations with China 21 years ago,

some people predicted that the importance of Hong Kong to Japan

would decrease as the relations between Japan and China de-

veloped; but this prediction was totally wrong. Reviewing the

relationship between Japan and Hong Kong since this normaliza-

tion, we find remarkable development, both in terms of Japan

China relations, and in terms of Japan Hong Kong relations.

Over the past 20 years, the total amount of trade that has

passed both ways between Japan and Hong Kong, has expanded some

29 times, from 0.8 billion US dollars in 1972, to 22.8 billion US

dollars in 1992. Over the
