I was delighted to receive your letter of 4 October on my return to Hong Kong. I have read your address which you delivered to the Chinese Manufacturers' Association on 23 September. If I may say so, I think that this was an admirable speech which very clearly set out your country's strongly supportive position on the maintenance of Hong Kong's prosperity and stability. I particularly liked your emphasis on the importance of the rule of law and your repeated emphasis on the importance of preserving the politically and economically open system beyond 1997. As you know, it is our strong belief that (without "internationalising" the Hong Kong question) it is vital that Hong Kong's most significant trading partners should make these points clearly and vigorously to the Chinese and to any others who may be tempted to doubt the importance of these factors in Hong Kong's success.
