We discussed yesterday your requirements for economic advice in coming months. We agreed that current arrangements, which involve both Mr Lane on a regular basis and me from time to time, seemed to work well. Between us, we spend the equivalent of about one eighth of a man-year on Hong Kong matters; you thought this was reasonable and essential. Warwick, who is Mr Lane's line manager, is also available.

We will continue to keep up to speed on economic developments in Hong Kong (and in China as they affect Hong Kong) and to comment on major economic issues such as the budget, as well as being available for advice ad hoc. Mr Lane will aim to attend your weekly meeting. We will also keep abreast of the airport issue, although this is now less central than it was last year. We now have good working relationships with HKG, and to keep them up I will visit Hong Kong when next I am in the area, on present plans around 1 April.

In this connection, I should mention that I saw Nigel Wicks at lunch today, who seemed much happier about his recent visit to Hong Kong than last year. He was surprised, in view of recent events, at the optimism about the economic outlook, and impressed at the extent of integration of the system with China's which had already taken place.

You mentioned the Treasury's latest exercise to think about the implications of a worst case scenario for British companies and institutions, and suggested that Mr Lane should accompany you to a meeting called by Mr Gray for next Thursday 11 February at 4:30 pm.
