1. Quai understand reasons for Governor's cancellation, and are happy to welcome Mrs Chan. Ministerial involvement may be less.

We explained to the Quai on 15 October the reasons for the Governor's cancellation of his trip. They fully understand the Governor's need to be in Hong Kong following his talks in London, and will be very pleased to welcome Mrs Chan. However, this willL inevitably mean less Ministerial involvement. We cannt expect appointments for Mrs Chan with the President or the Prime Minister. The Quai had been having difficulty in securing Ministerial appointments anyway due to a clash with the Franco-Spanish Summit. They said Juppe had been trying to clear a slot for the Governor, but would now not be able to do so.

However, the Quai hope to secure at least one or maybe two Ministerial appointments for Mrs Chan. They are thinking of Longuet, Industry Minister and possibly Bosson, Minister of Transport and Tourism. The meetings at the Quai will probably be with the Secretary General (PUS equivalent) and Blanchemaison, Asia Director.
Toubon, Minister of Culture, will probably be unable to open the film festival. The Quai are considering asking Levitte, their director of Cultural Matters at the Quai and former director for Asia, to attend instead. Given the reduced ministerial involvement, we should aim to secure some big names (non-politicians) for the film festival opening and the Gala dinner, in order to achieve good media coverage of the visit.

can to ensure that the programme is a good one.
