reduced their value. He did however agree that Dimbleby's team might film a less sensitive policy discussion. therefore arranged for them to film a meeting of FCO officials on Friday 25 June which took stock of the latest round of the Peking talks.

Dimbleby's team has asked to film Ministers arriving at the OPD (K) meeting on Thursday 1 July and sitting down for the meeting. They know that it will not be possible to film the meeting itself. Offering them this opportunity would go a long way to meeting their request to cover the London end of Hong Kong policy making without inhibiting Ministers and officials in highly sensitive policy discussions. Governor is content to go along with the proposal if OPD(K) members agree to it and the meeting itself is not filmed.
