HONG KONG: MR GOODLAD'S MEETING WITH THE GOVERNOR: 30 JUNE
1.
The Minister has a thirty minute meeting with the Governor at 1545 on 30 June, together with officials. Sir John Coles will have had a brief meeting with the Governor beforehand.
2.
To avoid duplication, I suggest that we leave policy on the talks on constitutional issues to be discussed at the Secretary of State's office meeting with the Governor at 0930 on 1 July. But there is one point we could usefully clarify with the Governor at Mr Goodlad's meeting: is the Governor content that the Dimbleby team should at their pressing request - be allowed to film participants gathering for the OPD (K) meeting? News Department note attached. Apart from that, we might
concentrate on:
HMOCS. (We are submitting separately advice that the Secretary of State should try to nobble the Chancellor and the Chief Secretary, perhaps in the margins of Cabinet this week.)
The Airport. (Reports on the Airport Committee meeting on 30 June should be available in time for Mr Goodlad's meeting.) The key outstanding issues are: Chinese agreement to our proposals on land; and the amount of extra equity which HKG will inject into the project.
