POSSIBLE VISIT BY THE FOREIGN SECRETARY TO PEKING

As you know, I was not able to sound the Prime Minister around Question Time last Thursday afternoon when you asked for a quick steer on the Foreign Secretary's possible visit to Peking; but put a note in his box.

Commenting on this note, the Prime Minister has not disagreed with the approach taken by the Foreign Secretary and the Governor; but you may wish to know on a personal basis that the Prime Minister thinks we should be fairly cautious. He would not want to run the risk of a pointless visit. If we can be sure or nearly sure of progress, then he agrees that the visit should go ahead.

No further action is required for the time being, as the visit is to be discussed in OPD(K) on 1 July. But you have advance notice of the line which the Prime Minister is likely to take in that discussion.
