1. As you know, the Governor asked me to give some thought to the possible terms of an Oath for LegCo members
2.
I attach a first draft. I have tried to reflect in it the major points
My draft is also prepared on the basis that it would be made on 1 July 1997
(i.e. not in 1995). This means, I think, that we really do not need to say anything specifically about the resumption of sovereignty because it would then be an established fact. Perhaps more important, if we can get the Chinese to accept that this Oath would be made on 1 July 1997, we would then have a better chance of getting them to agree that we do not need to say anything about the past activities of LegCo members.
3. I have followed the language of the BL wherever possible, but have also stuck fairly closely to what I understand Jiang to have said, most of which isn't too bad.
I have discussed the draft with Mr Chamberlain and he
agrees.
