Amendments to Letters Patent

and Royal Instructions.

Since my letter of 25 August, our lawyers have now finished drafting the two sets of amendments to the Royal

Instructions, i.e. one on the composition of the 1995

Legislative Council, and the other on the stand-in arrangements ful Le Legco President. These two drafts are

attached for your comments. As for the instruments to

revoke the Additional Instructions signed by Her Majesty on

24 March 1993, we presume the FCO Legal Advisers are

already working on them. We would be grateful for the

opportunity to have a sight of the draft once it is ready.

As suggested in my previous letter, a decision on whether to proceed with the resubmissions could best be taken in

October. We will let you have our thoughts in due course.

There is one

presentational point regarding the

Letters Patent signed by Her

Her Majesty on 15 April 1993. This Letters Patent pertains only to the broad composition of the Legislative Council in 1995. Unlike the signed

Additional Instructions, therefore, there should be no

practical need for it to be revoked and re-made. However,
