Constitutional Package:

Composition of 1995 LegCo

Amendments to Letters Patent and Roval Instructions

As you may be aware, оп present plan draft on the constitutional package will be submitted to LegCo some time in February. The legislation will provide for, inter alia, the composition of the 1995 LegCo. But in order that, this particular part of the draft legislation may be enacted, suitable amendments to the Letters Patent and the Royal Instructions will first have to

made. According to legal advice, the very latest by which the amendments to the constitutional documents must be in place is before the Third Reading of the bills. We anticipate that there would be rather prolonged debate in LegCo on the bills, and hence there would be quite some time before LegCo could proceed to the Third Reading stage. Nevertheless, to be prudent, we would like the constitutional amendments to be approved by the Privy Council as soon as practicable.
