CONSTITUTIONAL PACKAGE: COMPOSITION OF 1995 LEGCO: AMENDMENTS TO THE LETTERS PATENT AND ROYAL INSTRUCTIONS

Thank you for your letter of 21 January to Mr Whitney outlining your current proposals for amending the Letters Patent and Royal Instructions to take account of the proposals for the composition of the 1995 LegCo.

Privy Council Meetings will be held on 10 and 31 March. There will be no meeting in April, but there will be a meeting in mid-May. Papers must be with the Privy Council Office by 4 and 25 March respectively, but as we also need some time to submit the amendments within the FCO, the deadline for the final version of the amendments to reach our department would have to be 25 February and 18 March respectively.

It would be helpful if we could receive the draft amendments as soon as possible so that there is sufficient time for legal advice to be given at our end be reached

on them.
