a capital "M". The word "Members" with a capital "M" appears with such frequency in the Royal Instructions that, rather than make numerous minor amendments to change "Members" into "members", I suggest revising the proposed amendments to Letters Patent to use a capital "M" for "Members".

5. I would like to amend the new Clause XIIA (3) which is added by Clause 2c of the Hong Kong draft Royal Instructions as follows:

"(3) Subject to paragraph, 1 sub-paragraph (b), as regards an election referred to in paragraph (1) heading and sub-paragraph (a), voting ...".

Finally the reference in Clause XIX (4) (which is added by Clause 4 (b) of the draft) to "clause XXIII(2)" should have a capital "C" for "Clause".
